Development evaluation has grown over the past three decades into an important and high visibility activity. It is being used across the majority of multilateral and bilateral development organizations but equally in different levels of government.
While the early emphasis was on enhancing accountability, current evaluations focus more on learning. Evaluations typically assess relevance, efficiency, effectiveness and sustainability in line with OECD-DAC standards. They are also increasingly being used by development organizations and programs for assessing the efficiency and effectiveness of development institutions and their programs in order to determine best practices and provide advisory recommendations.
